中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

2.  招標(biāo)內(nèi)容：Bidding Contents:

貨物名稱：LAO、ID、SHF 裝置色譜分析儀系統(tǒng)

Name of Goods: Chromatograph Analyzer System

數(shù)量：4套色譜分析儀系統(tǒng)（含4套小屋，20臺(tái)氣相色譜分析儀）

Quantity: 4 sets of chromatograph analyzer systems (including 4 analyzer houses, 20 set of chromatograph analyzers)

主要技術(shù)規(guī)格：色譜分析儀柱箱加熱方式必須使用空氣浴加熱，色譜分析儀液相進(jìn)樣，必須采用帶汽化功能的專用液體采樣閥。依據(jù)儀表規(guī)格書，被測組份的量程低于500ppm時(shí)，色譜分析儀必須選用FID檢測器，測量500ppm以下微量的CO、CO2，必須采用FID+甲烷轉(zhuǎn)換器。

Main Specifications: The heating method for the column oven of the chromatographic analyzer must be air bath heating. For liquid phase injection in a chromatographic analyzer, a liquid sampling valve with vaporization function must be used. According to the instrument specification, when the range of the component to be measured is less than 500ppm, the chromatographic analyzer must use an FID detector. To measure trace amounts of CO and CO2 below 500ppm, an FID+ methane converter must be adopted.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

Requirements for Qualification of Bidder

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為所投色譜分析系統(tǒng)的制造商/集成商。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，投標(biāo)人應(yīng)提供聲明，說明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。如果投標(biāo)人是制造廠商同一集團(tuán)負(fù)責(zé)銷售的所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。同一集團(tuán)同一品牌不同工廠制造的同型號或同系列的產(chǎn)品業(yè)績，招標(biāo)人均認(rèn)可。

Bid by Agent is not accepted. The bidder shall be the manufacturer or integrator of the Bid Chromatograph Analyzer System. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer.. The performance of products of the same model or series manufactured by different factories of the same group and brand will be recognized by the tenderer.

防爆證書：投標(biāo)分析儀應(yīng)滿足爆炸危險(xiǎn)區(qū)域1區(qū)防爆要求，并提供分析儀的本體防爆證書。

Explosion proof certificate: The Bid Analyzer shall meet the explosion-proof requirements of Zone 1 for explosive hazardous areas and provide the explosion-proof certificate of the Bidding Analyzer body.

（3）業(yè)績要求Requirement for Bidder's reference:

2015年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)文件應(yīng)同時(shí)滿足如下業(yè)績要求（可接受以下兩項(xiàng)要求同時(shí)體現(xiàn)在一個(gè)合同）：

1）投標(biāo)人所投的色譜分析儀制造商至少具有2個(gè)合同的在中國境內(nèi)應(yīng)用于測量介質(zhì)中含有碳7及以上組份的供貨業(yè)績，單個(gè)合同色譜分析儀數(shù)量不少于5臺(tái)；

2）投標(biāo)人至少具有1個(gè)在中國境內(nèi)色譜分析儀系統(tǒng)集成的合同業(yè)績，單個(gè)合同色譜分析儀數(shù)量不少于5臺(tái)。

From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the bidding documents shall simultaneously meet the following performance requirements (it is acceptable for both of the following two requirements to be reflected in one contract) :

1) The manufacturer of the chromatograph analyzers supplied by the bidder shall at least have two contracts for supply performance of chromatograph analyzers being applied in measurement media containing carbon-7 and above components within the territory of China, and the chromatograph analyzer number of each contract need to be greater than or equal to 5.

2) The bidder must have at least one contract for chromatograph analyzer system integration within the territory of China, and the chromatograph analyzer number of of each contract need to be greater than or equal to 5.

同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。

The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件及技術(shù)文件等。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）制造商名稱、項(xiàng)目名稱、貨物名稱、貨物數(shù)量、測量介質(zhì)、貨物數(shù)量、測量介質(zhì)。

若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績。

未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and acceptance evidence of goods delivery signed or sealed by the user. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the project, name of goods, quantity of supply, measurement medium.

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from October 11, 2025 to October 17, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on November 4, 2025. Any bid beyond the required time and date shall be subject for rejection.

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .

10. 提示Notes

投標(biāo)人進(jìn)入開標(biāo)大廳后，需要進(jìn)行簽到操作，等待開標(biāo)主持人指令。允許解密后，投標(biāo)人點(diǎn)擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標(biāo)人未在投標(biāo)截止時(shí)間/開標(biāo)時(shí)間前進(jìn)行簽到，原則上將無法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標(biāo)文件解密時(shí)限為60分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標(biāo)投標(biāo)辦法？的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標(biāo)人對開標(biāo)有異議的，應(yīng)當(dāng)在開標(biāo)現(xiàn)場提出，招標(biāo)人當(dāng)場做出答復(fù)，并制作記錄。未在線上開標(biāo)現(xiàn)場提出的開標(biāo)異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
