項目概況：綏中36-1/旅大5-2油田二次調整項目，新建中心平臺2座（LD5-2CEPC、SZ36-1CEPQ），井口平臺2座（SZ36-1WHPR、SZ36-1WHPS），新建海底管道4條，新鋪設海底電纜8條。

交貨期：

國內交貨要求：2023年6月15日前貨到中國山東青島買方指定地點；

國外交貨要求：2023年6月1日前CIF中國山東青島港。

2.資格標準： 

★螺桿泵橇需按照《海上固定平臺安全規則》的要求進行設計、制造、認證和檢驗。投標人應委托國家安全生產監督管理總局海洋石油作業安全辦公室（COOOSO）認可的船級社（ABS，Lloyd’s，DNV，CCS，BV）對泵橇設備整體進行檢驗并獲得檢驗證書。

★ 投標人應為泵的制造商（泵成橇和泵生產廠家為同一家），所投設備應為制造商的成熟產品，買方不接受新試制產品。制造商應具有至少2臺螺桿泵橇（限2012 年1 月1 日之后簽訂的合同，雙螺桿泵、泵排量≥150 m3/h、出口壓力≥850 kPaG）在海洋石油平臺或FPSO或其它大型油輪或海上油氣陸地接收終端運行2年及以上（從調試驗收報告簽字日期或使用方出具的運行時間證明文件起計）的業績，并提供相應的書面材料（合同及調試驗收報告或合同及使用方出具的有效證明文件）；上述文件中如未包含設備的所在設施的名稱及使用方信息，投標人應提供有效說明文件。為核實投標人業績，在授予合同前招標人有權要求投標人進一步提供相關證明資料，包括但不限于技術協議或技術澄清紀要、圖紙和計算書等技術文件、第三方船級社出具證書、發票、銀行進賬單/流水單、進出口報關單據等。投標人無法提供相關材料或提供的材料無法證明滿足上述業績要求的，將視為無效業績。

3. 有興趣的合格投標人可通過以下方式獲取招標文件：

從2022年7月4日開始至2022年7月11日止，在中國海油采辦業務管理與交易系統（https://buy.cnooc.com.cn/cbjyweb/）購買招標文件（電子版）。投標人須在線填寫購買招標文件登記表，并在線支付標書款至指定賬戶。在線支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或300美元（收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch,收款人賬號:0200000709117000351，收款行SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dongcheng District, Beijing, ChinaPR: 100006。）,售后不退。未在本系統領購招標文件，不得參加投標。

4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2022年7月26日10:00時（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4層第2會議室。

5. 開標時間：定于2022年7月26日10:00時（北京時間）開標。屆時請參加投標的代表出席開標儀式。 開標地點：北京市東城區東直門外小街6號海油大廈4層第2會議室。

6. 本次招標公告同時在機電產品招標投標電子交易平臺（www.chinabidding.com）上發布。

1.   CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Project Description: SZ36-1/LD5-2 OIL FIELD SECOND ADJUSTING DEVELOPMENT PROJECT: 2 new central platforms(LD5-2CEPC and SZ36-1CEPQ),2 wellhead platforms(SZ36-1WHPR and SZ36-1WHPS),4 new submarine pipelines and 8 new submarine cables were laid.

 

Delivery Schedule:

From within PRC: June 15, 2023 of Construction Site of  Qingdao, Shandong.

From outside PRC: June 1, 2023 of Qingdao Seaport, Shandong.

2.   Qualification Requirements:

★The Screw Pump Skids shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Pump Skids from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd, DNV,CCS,BV.

★The Screw Pump Skid provided by BIDDER shall be the mature products of the manufacturers (Should be the Pump manufacturer and the skid assemble manufacturer), the newly trial products would not been accepted. The manufacturer shall provide at least 2 sets the screw Pump Skids (Limited to signing the contract after January 1,2012, Double screw pump, Capacity ≥150m3/h, Discharge Pressure ≥850kPaG) of two years or more of successful performance (From the signature date  of the commissioning acceptance report or the certificate of operation time issued by the user) on the Offshore Oil Platform or FPSO or Very Large Crude Carrier or Offshore oil and gas land receiving terminal . The VENDOR shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the name of the facility and the user's information are not included in the above documents, the bidder shall provide the valid documentation. In order to verify the performance of BIDDER, the Tenderee shall have the right to request the bidder to provide further relevant supporting information before the contract is awarded. Including but not limited to, technical documents such as technical agreement, technical clarification notes, drawings and calculations etc., certificate approved by the third party classification society, invoice, bank statements/slip, import and export customs declaration etc. If the BIDDER is unable to provide relevant materials, it will be regarded as invalid performance.
