1、中化建國際招標有限責任公司（以下簡稱：招標代理機構）受中海石油（中國）有限公司（以下簡稱：招標人）委托，現邀請投標人對下列貨物和服務提交密封投標：

項目概況：流花11-1/4-1油田二次開發項目包含新建一座8腿導管架平臺和一艘多點系泊的圓筒型FPSO，坐落于南海東部珠江口盆地水深約300米的海域。

★2.資格和業績要求：

(1) 資格要求

A．制造商通過ISO9001質量體系認證，并提供有效的質量體系認證證書；

B．投標人應為液壓潛液泵系統的成橇商和制造商，不接受代理商投標或聯合投標。

(2) 業績要求：

A：適用于不滿足《中國海洋石油集團有限公司首臺（套）重大技術裝備應用管理指導意見》要求的投標人：

投標人提供的深井液壓潛液泵系統必須是成熟產品，不接受試制產品。

投標人自2000年1月1日起至投標截止日（投入運行時間)，提供至少2套深井液壓潛液泵系統在海洋環境成功運行2年以上的業績，且滿足如下要求：

l 貨油泵:大于等于600 m3/hr, 大于等于150mlc.

l 壓載泵或排載泵:大于等于 1200 m3/hr Capacity大于等于 35mlc

相應業績證明文件要求詳見下述業績要求①和②和③。

①銷售合同復印件（含合同封面和 簽字頁，以及和液壓潛液泵系統相關的技術附件）；

②用戶簽字的成功運行證明文件。

③用戶簽發的臨時接受證書或有第三方船級社簽字的調試記錄報告。

投標人所提交的業績證明文件必須至少體現以下內容：貨物名稱、供貨數量、使用環境（應用于海洋環境）、技術參數/指標、成功運行時間。

如投標人提供調試報告，則以明確標明的成功運行開始時間或以調試報告簽署時間為準。未提交業績證明文件，或所提供的業績證明文件無法驗證以上內容的，均視為無效業績。

B:適用于滿足《中國海洋石油集團有限公司首臺（套）重大技術裝備應用管理指導意見》要求的投標人：

投標人應提供滿足《中國海洋石油集團有限公司首臺（套）重大技術裝備應用管理指導意見》相關要求的證明文件。支持文件包括但不限于：由中國海油組織認證投標人滿足流花11-1/4-1油田二次開發項目設備國產化實施方案專家審查會和國產化成果專家評審會會議紀要/專家審查意見等文件。

 

3. 有興趣的合格投標人可通過以下方式獲取招標文件：

從2021年9月16日開始至2021年9月24日止，在中國海油采辦業務管理與交易系統（https://buy.cnooc.com.cn/cbjyweb/）購買招標文件（電子版）。投標人須在線填寫購買招標文件登記表，并在線支付標書款至指定賬戶。在線支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或300美元（收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch,收款人賬號:0200000709117000351，收款行SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dongcheng District, Beijing, ChinaPR: 100006。），售后不退。未在本系統領購招標文件，不得參加投標。

 

4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2021年10月12日10:00時（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈3層308會議室。

 

5. 開標時間：定于2021年10月12日10:00時（北京時間）開標。屆時請參加投標的代表出席開標儀式。開標地點：北京市東城區東直門外小街6號海油大廈3層308會議室。

 

6. 本次招標公告同時在機電產品招標投標電子交易平臺（www.chinabidding.com）上發布。

Project overview: Liuhua11-1/4-1 oilfields continued development project will include one 8 legs fixed jacket platform and one new built FPSO, which are located in the Pearl River Mouth Basin, South East. China Sea. The FPSO is cylinder type and multi-point moored that the water depth is about 300m.

★2. Requirements for Qualification and reference of Bidder/Manufacture:

(1)  Requirements for Qualification of Bidder:

A、The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

B、The bidder’s manufactory shall complete the products design, components procurement, assembly and function testing.Agent tender or joint tender is not acceptable.

 

(2)  Requirement for Bidder’s reference:

A：Applicable to bidders who do not meet the requirements of the 《中國海洋石油集團有限公司首臺（套）重大技術裝備應用管理指導意見》:

Prototype equipment shall not be acceptable.

The bidder shall have at least 2 track record of HYDRAULIC SUBMERGE PUMPS SYSTEM（Deep well） successfully operated on marine environment for more than two years from January 1, 2000 to the bid deadline (based on running time). The track records shall include the following product in service, with the capacity shown below：

Cargo Pump:be equal or greater than 600 m3/hr； Capacity is equal or greater than 150mlc.

Ballast/De-ballast Pump: be equal or greater than 1200 m3/hr； Capacity is equal or greater than 35mlc

The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, including but not limit to : ①copies of sales contract and②Completion certificate signed by end user and③Temporary acceptance certificate issued by the user or certificate issued by third party classification society to verify its authenticity ；

The corresponding documentary evidence. Submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance (on marine environment), technical requirements.

B：Applicable to bidders who meet the requirements of the 《中國海洋石油集團有限公司首臺（套）重大技術裝備應用管理指導意見》:

The bidder shall provide supporting documents to prove that it meets the requirements of the 《中國海洋石油集團有限公司首臺（套）重大技術裝備應用管理指導意見》.Performance supporting documents includes but not limited to: the bidder should provide with related performance evidence. Performance supporting documents includes but not limited to: documents for localization implementation program expert review meeting and the localization achievement expert review meeting for LiuHua11-1/4-1 Oilfields Continued Development Project ，which organize by CNOOC.
