項(xiàng)目概況：

 

陵水 25-1 氣田開(kāi)發(fā)依托崖城13-1 平臺(tái)，通過(guò)水下生產(chǎn)系統(tǒng)回接至崖城13-1 已建平臺(tái)進(jìn)行處理和外輸，同時(shí)新建崖城13-1 PAP 平臺(tái)布置新增設(shè)備，與崖城13-1AWA 平臺(tái)棧橋相連。

貨物名稱(chēng)：印刷板式換熱器

數(shù)量：  1臺(tái)套

技術(shù)規(guī)格:單套印刷板式換熱器（PCHE）必須能夠滿(mǎn)足額定的熱負(fù)荷值，熱負(fù)荷值：3000 kW，設(shè)計(jì)壓力：17030 kPaG。

印刷板式換熱器的芯體材質(zhì)為S31603，殼體材質(zhì)為S31803。

交貨期：2023年5月9日（國(guó)內(nèi)）或2023年5月9日（進(jìn)口）

交貨地點(diǎn)：三亞市崖州區(qū)大小洞天旁南山終端南山庫(kù)房（國(guó)內(nèi)貨物）或 DAP 三亞市崖州區(qū)大小洞天旁南山終端南山庫(kù)房（進(jìn)口貨物）

2．業(yè)績(jī)和資格要求：

1)是否接受聯(lián)合體投標(biāo)：不接受

2)是否接受代理商投標(biāo)：接受

3) 投標(biāo)產(chǎn)品制造商須具有特種設(shè)備制造許可證（A1 壓力容器）或 ASME-U 壓力容器認(rèn)證。

 

4) 印刷板式換熱器須滿(mǎn)足以下要求：2012 年 1 月 1 日至投標(biāo)截止日（以合同簽訂日期為準(zhǔn)），投標(biāo)產(chǎn)品制造商所生產(chǎn)的印刷板式換熱器應(yīng)至少有 1 套海上油氣生產(chǎn)設(shè)施（浮式生產(chǎn)平臺(tái)或固定生產(chǎn)平臺(tái)）或海岸沿線(xiàn)的油氣處理終端生產(chǎn)應(yīng)用業(yè)績(jī)（熱負(fù)荷值不小于 3000 kW，設(shè)計(jì)壓力不小于 17030 kPaG）。投標(biāo)人須提交有效的業(yè)績(jī)表和相關(guān)證明文件（1.合同復(fù)印件相關(guān)章節(jié)，2.用戶(hù)現(xiàn)場(chǎng)調(diào)試報(bào)告或用戶(hù)使用證明或用戶(hù)驗(yàn)收證明）。業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同的簽署時(shí)間、貨物名稱(chēng)、供貨數(shù)量、印刷板式換熱器的型式、熱負(fù)荷值、設(shè)計(jì)壓力及用戶(hù)應(yīng)用證明文件（用戶(hù)現(xiàn)場(chǎng)調(diào)試報(bào)告或用戶(hù)使用證明或用戶(hù)驗(yàn)收證明）；未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證上述信息的均視為無(wú)效業(yè)績(jī)。

3) 供應(yīng)商應(yīng)自費(fèi)委托應(yīng)急管理部海洋石油安全生產(chǎn)監(jiān)督管理辦公室（COOOSO）認(rèn)可的下列任一家船級(jí)社（ABS , DNV, BV，CCS），對(duì)印刷板式換熱器整體進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書(shū)。

3．有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：

從 2022年6月21日至2022年6月28日止，在中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn/cbjyweb/）購(gòu)買(mǎi)招標(biāo)文件（電子版）。投標(biāo)人須在線(xiàn)填寫(xiě)購(gòu)買(mǎi)招標(biāo)文件登記表，并在線(xiàn)支付標(biāo)書(shū)款至指定賬戶(hù)。在線(xiàn)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元（收款人：中化建國(guó)際招標(biāo)有限責(zé)任公司，

4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金并于2022年7月12日10:00（北京時(shí)間）前遞交至北京市東城區(qū)東直門(mén)外小街6號(hào)海油大廈4層第八會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。

 5．開(kāi)標(biāo)時(shí)間：定于2022年7月12日10:00（北京時(shí)間）開(kāi)標(biāo)。開(kāi)標(biāo)地點(diǎn)：北京市東城區(qū)東直門(mén)外小街6號(hào)海油大廈4層第八會(huì)議室。

Project overview:

The development of Lingshui 25-1 gas field relies on Yacheng 13-1 platform and is connected to the established platform of Yacheng 13-1 for treatment and external transport through the underwater production system. Meanwhile, new equipment is arranged on the newly built Yacheng 13-1 PAP platform, which is connected with the trekking bridge of Yacheng 13-1AWA platform.  

Name of Goods: PRINTED CIRCUIT HEAT EXCHANGER

Main technical requirements:

Thermal duty of each PCHE shall meet single set of printed circuit heat exchanger, Thermal duty: 3000 kW.

The core material and shell material of the Printed Circuit Heat Exchanger must be S31603 and S31803.

Qty: 1 SETS

Delivery Schedule: On or before May.9th, 2023(From within PRC)

On or before May.9th, 2023 (From outside PRC)

Destination of delivery:

From within PRC ：CNOOC Nanshan Terminal Nanshan warehouse next to Daxiaodongtian, YaZhou District, Sanya City, Hainan  Province,China

2. Qualification requirements:

1) The equipment’s manufacturer shall have special equipment manufacturing license（A1 pressure vessel）or ASME-U pressure vessel certification.

 

2) The PCHE supplier selected for the YC13-1 APD platform should be meet below requirements：Since January 1, 2012 to the deadline of bids submission stipulated(subject to the date of signing the contract), the Printed Circuit Heat Exchanger produced by the equipment’s manufacturer shall have track records of at least 1 set of Printed Circuit Heat Exchanger(thermal duty shall not be less than 3000 kW, and the design pressure shall not be less than 17030 kPaG) which have applied to the offshore Oil/Gas Production Unit or Oil/gas Processing and Production Terminals along the coast. The Bidder shall submit valid track records and documentary evidence(1.relevant chapters copies of contract and 2. commissioning report on user site or certificates of user application or certificates of user acceptance).The Bidder shall submit valid track records and documentary evidence. The documentary evidence shall contain but not limited to：the date of contract signing, equipment name, quantity, type, thermal duty and design pressure of PCHE, and Certificates of user application(commissioning report on user site or certificates of user application or certificates of user acceptance). Absence of the track records evidence documents or the failure to verify above information, that shall be counted as invalid performance.

3) The SUPPLIER shall at his own cost arrange inspection and obtain final certificate of DRY GAS COMPRESSOR AFTER COOLER from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, and CCS.

 5. Bids will be opened in the presence of bidders’ representatives who choose to attend at 10:00 a.m. (Beijing time) on Jul 12th， 2022 at No. 7 Meeting Room (4th Floor) of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for bid-opening.

 6 .The Invitation for Bids is issued on the website of www.chinabidding.com simultaneously.

 

7. The bidder needs to register before the tender on www.chinabidding.com. And the evaluation results will be released on www.chinabidding.com.
