1．中化建國際招標有限責任公司（以下簡稱“招標機構”）受中海石油（中國）東海西湖石油天然氣作業(yè)公司委托，邀請合格投標人就寧波終端改擴建二期項目的下列全新貨物和有關服務進行國際公開招標，現(xiàn)邀請投標人對下列貨物和服務提交密封投標：

中華人民共和國關境外提供的貨物：合同簽訂后9個月CIF寧波港;

中華人民共和國關境內(nèi)提供的貨物：合同簽訂后10個月到達浙江省寧波市北侖區(qū)春曉鎮(zhèn)。

 

主要技術要求：處理能力：380×104 m3/D；設計壓力：1.3倍最大工作允許壓力；膨脹端溫度（進/出）：-50℃/-85℃；壓縮端溫度（進/出）：17℃/STA；膨脹端壓力（進/出）：4.98Mpag/2.2Mpag; 壓縮端壓力（進/出）：2.05Mpag/2.62Mpag;

 

  

2．資格要求：

1）國內(nèi)投標人應提供有效的營業(yè)執(zhí)照、組織機構代碼證、稅務登記證或在有效期內(nèi)的三證合一營業(yè)執(zhí)照，國外投標人應提供有效的獨立法人證明。以證明投標人具有獨立法人資格。

2）財務要求：投標人需提供近三年（2018-2020）審計機構出具的財務審計報告及經(jīng)審計財務報表（包括資產(chǎn)負債表、利潤表及現(xiàn)金流量表）。

3）自2012年1月1日至開標日期間（以合同簽訂時間為準），投標人必須具有在海洋環(huán)境下（包括：海上平臺、海邊陸地終端、海邊石油天然氣處理廠、LNG接收站、FPSO等高鹽霧腐蝕環(huán)境）投入使用1年以上的如下業(yè)績：同時具有至少2臺膨脹壓縮機整機應用業(yè)績和具有至少1臺轉子總成（天然氣處理量≥380萬方/天）應用業(yè)績。如果上述膨脹壓縮機整機至少有1臺處理能力≥380萬方/天時，則不必再提供轉子總成業(yè)績。若投標人是成撬商，則上述業(yè)績中的膨脹壓縮機本體和轉子品牌必須與本次投標的膨脹壓縮機本體品牌一致；若投標人是代理商，則上述業(yè)績應該是本次投標產(chǎn)品制造商的業(yè)績。證明文件至少應包括兩類：①合同復印件（含合同封面和簽字頁，合同簽訂時間以及相關的技術附件）和；②投入使用證明文件，可以是用戶蓋章的運行證明，或用戶簽發(fā)的臨時接受證書，或經(jīng)第三方見證簽字的調(diào)試記錄報告；其中運行時間應該從調(diào)試驗收報告簽字日期或臨時接受證書簽發(fā)日期計算，或以使用方出具的運行時間證明。業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、使用環(huán)境、處理能力、成功運行時間。如投標人提供調(diào)試報告，則以明確標明的成功運行開始時間或以調(diào)試報告簽署時間為準。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證以上內(nèi)容的，均視為無效業(yè)績。

4）本次采辦膨脹壓縮機整體（含附屬設備）應適用于海洋環(huán)境下，投標人應為膨脹壓縮機組設計、制造、測試安排第三方檢驗，并從COOOSO授權的認證機構之一（CCS、ABS、DNV和BV）獲得機組整體的最終檢驗證書。

China) within 10 months from the date of signing the contract .

2. Bidder Qualification requirements:

1) Other documentary evidence of the Bidder’s qualifications required in the bidding document:

Domestic bidder shall provide valid business license, Organization Code Certificate and tax registration certificate,or a Business License of  Three Certificates in On within the validity period.

Foreign bidder shall provide valid independent legal entity certificate.

2) Bidder shall submit recent three years’(2018-2020) audited financial report issued by auditing agency, including balance sheets, cash flow statement, profitstatement;

3) From January 1,2012 to the bid opening date (subject to the contract time), the bidder must have the following performance (including offshore platform, coastal land terminal, coastal oil and gas treatment plant, LNG terminal, FPSO) with at least 2 expansion compressor application performance and at least one rotor assembly (natural gas processing capacity 3.8 million square meters / day).If the above expansion compressor has at least one processing capacity of 3.8 million square meters / day, there is no need to provide the rotor assembly performance.If the bidder is a pry, the expansion compressor body and the rotor brand must be consistent with the brand of this bid; if the bidder is an agent, the above performance should be the performance of the manufacturer of the bid product.Certification documents shall include at least two categories: ① contract copy (including contract cover and signature page, contract signing time and related technical accessories) and; ② operation certificate which may be operation certificate sealed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party; The running time shall be calculated from the signing date of commissioning acceptance report or running time certificate issued by the user.The performance certification documents must at least reflect the following contents: name of goods, supply quantity, use environment, processing capacity, and successful running time.If the bidder provides the commissioning report, the specified start time of successful operation or the signing time of the commissioning report shall prevail.If the performance documents are not submitted, or the performance documents provided cannot verify the above contents, the performance shall be deemed invalid.

4) The Turbo Expander-compressor purchased this time (including auxiliary equipment) shall be suitable for the ocean environment. The Bidder shall arrange third party inspection for the design, manufacture, testing of the expansion compressor unit and obtain the final inspection certificate of the unit unit from one of the COOOSO authorized certification bodies (CCS, ABS, DNV and BV ).
