1.中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油寧波大榭石化有限公司（以下稱為“招標人”）委托，就大榭石化30萬噸/年聚丙烯裝置所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

Entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "the bidder"), CNOOC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the  300 KT /A Polypropylene Plant of CNOOC Ningbo Daxie petrochemical ltd. Bidders are invited to submit sealed bids for the following goods and services:

 

貨物名稱: 壓片機、薄膜質量監測儀各一臺套

Name of Goods：One set of ASTM Hydraulic Presses and one set of Cast Film Line

 

數量：各1臺套

Quantity: one for each

交貨期Delivery Schedule: 

境內貨物：合同簽訂后32周（貨到項目現場時間）

For goods within the PRC customs territory: 32 weeks after signing the contract (time for goods to arrive at the project site)

境外貨物: 合同簽訂后32周（提單發貨時間）

For goods within the PRC customs territory: 32 weeks after the contract is signed (delivery time of bill of lading)

 

交貨地點Destination of delivery：

境內貨物：大榭項目現場

For goods within the PRC customs territory: Project site in Daxie

境外貨物：CIF中國寧波港

For goods outside the PRC customs territory: CIF Ningbo Seaport, Zhejiang, P. R. China

 

2.對投標人的資格和業績要求：

Requirements for Qualification and reference of Bidder:

 

（1）資格要求

Requirements for Qualification of Bidder:

投標人應為投標設備的制造商或代理商，代理商應提供制造商的授權文件。

The bidder shall be the manufacturer or agent of the bidding equipment. The agent shall provide the manufacturer’s authorization certificate.

 

（2）業績要求：

Requirement for Bidder’s reference:

2017年1月1日至2021年12月31日，投標人所投的壓片機和薄膜質量監測儀在中國境內石油化工行業均具有至少2項銷售業績（要求壓片機和薄膜質量監測儀各有兩項業績合同，同一合同內包含兩項設備的各算一項業績，銷售業績時間為合同簽署時間；石油化工行業含石油化工企業、化工企業、煤化工企業），投標貨物的型號與銷售業績的型號一致，如果投標貨物的型號為升級型號，請提供說明（銷售業績時間為合同簽署時間）。

業績證明文件包括但不限于：無價銷售合同復印件（含相關技術附件）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽訂時間、貨物名稱、型號、最終用戶名稱。未提交業績證明文件，或所提供的業績證明文件無法驗證合同簽訂時間、貨物名稱、型號、最終用戶名稱（或升級型號并提供說明），均視為無效業績。 

From January 1, 2017 to December 31, 2021, The bidding ASTM Hydraulic Presses and Cast Film in China shall have at least two sales records for the petrochemical industry (Both of the ASTM Hydraulic Presses and Cast Film are required to have two sales records. the two equipments in the same contract shall be counted as one sales record for each. Linesales record time is the contract signing time. Petrochemical industry includes petrochemical enterprises, chemical enterprises and coal chemical enterprises.). The model of the bidding goods is consistent with the model of sales performance. If the model of the bidding goods is upgraded, please provide description (The sales performance time shall be the signing time of the contract).

Performance certification documents include but are not limited to: copy of priceless sales contract (including relevant technical attachments) and other supporting materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time , goods name, model,quantity and end user.. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify contract signing time , goods name, model,quantity and end user, the performance shall be deemed invalid.

 

3. 有興趣的合格投標人可通過以下方式獲取招標文件：

從2022年3月17日開始至2022年3月24日止，請登錄中國海洋石油集團有限公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或300美元，售后不退。如未在系統中購買招標文件，不可參加投標。另外，投標人還需要在中國國際招標網（http://www.chinabidding.com/）注冊成功并通過平臺審核。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from  Mar 17, 2022 to Mar 24, 2022.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents.Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.

4．投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2022年4月7上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4層會議室。在此時間后收到的投標文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to Meeting Room , 4th floor, of CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on April 7, 2022. Any bid beyond the required time and date shall be subject for rejection.

5．開標時間：定于2022年4月7日9:30時（北京時間）開標。

Bid-opening place time: Bids will be opened  at 9:30 a.m. (Beijingtime) on April 7, 2022.

6．開標地點: 北京市東城區東直門外小街6號海油大廈4層會議室。

Bid opening place:Meeting Room , 4th floor, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing 100027, P. R. China.         

 

7.本次招標公告同時在中國國際招標網站（http://www.chinabidding.com）、中國采購與招標網（http://www.chinabidding.com.cn）和中海油采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering website （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform(https://buy.cnooc.com.cn) at the same time.
