中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司深圳分公司（以下稱為“招標人”）委托，就惠州25-4油田綜合調整/惠州19-6油田5d井區(qū)開發(fā)項目所需部分貨物及相關服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. Shenzhen (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of HZ25-4 OIL FIELD COMPREHENSIVE ADJUSTMENT/HZ19-6 OIL FIELD 5D AREA DEVELOPMENT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

從中華人民共和國關境內提供的貨物：中標通知書簽發(fā)后，5臺注水泵橇（往復式）10個月以內交貨，交貨地點為青島/珠海或公司其他指定的中國大陸地址。
For goods offered from within PRC customs territory: Five (5) sets of Water Injection Pumps Skids (Reciprocating) need to be delivered within 10 months after NOA(Notifacation of Award) issued, the delivery address is Qingdao/Zhuhai or other address in Chinese Mainland designated by the Company.
從中華人民共和國關境外提供的貨物: 中標通知書簽發(fā)后，5臺注水泵橇（往復式）10個月以內交貨，交貨地點為DAP公司指定的中國大陸公共碼頭（INCOTERMS 2010）。
For goods offered from outside PRC customs territory: Five (5) sets of Water Injection Pumps Skids (Reciprocating) need to be delivered within 10 months after NOA(Notifacation of Award) issued, the goods shall be DAP Chinese Mainland public wharf, P. R. of China designated by the Company, INCOTERMS 2010.
3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A.★制造商要求:
所投注水泵（往復式）為境內產(chǎn)品：投標人需是注水泵（往復式）的制造商。
所投注水泵（往復式）為境外產(chǎn)品：允許注水泵（往復式）的制造商或取得注水泵（往復式）制造商唯一授權的成撬商或代理商投標。
一個制造商對同一品牌同一型號的注水泵（往復式），僅能委托一個成橇商或代理商參加投標。
投標人為代理商或成撬商時，應得到本次投標注水泵（往復式）制造商的唯一合法授權，并需在投標時提供以下材料（制造商代表簽字或蓋制造商代表人名章或蓋制造商公章）：
1）在有效期內注水泵（往復式）制造商唯一授權書原件。對于投標文件中提供制造商授權書的中標候選人，中標候選人公示期間將公示其制造商授權信息。投標文件中提供制造商授權書的中標候選人應在中標候選人公示后3個工作日內將制造商授權書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人聯(lián)系人進行核驗，對于國外制造商授權書原件，建議投標人提前準備以滿足核驗原件期限要求。投標文件中提供的制造商授權書可在制造商官方網(wǎng)站上查詢并核驗一致的或紙質投標已遞交制造商授權書原件的，可免于送交原件核驗。核驗結果不一致的，將按照提供虛假投標資料處理；未能在規(guī)定期限內提供原件的，將視為不如實提供材料處理。上述兩類情況將取消中標候選人資格及中標資格，并按照中國海油相關制度規(guī)定給予禁用等處理；
2）注水泵（往復式）制造商提供承諾函（格式自擬），承諾投標所投產(chǎn)品為制造商工廠生產(chǎn)。
A. ★Manufacturer requirement:
Water Injection Pumps (Reciprocating) Offered from within the PRC Customs Territory: Bidders must be the manufacturer of the Water Injection Pumps (Reciprocating).
Water Injection Pumps (Reciprocating) Offered from within the PRC Customs Territory: The manufacturer of the Water Injection Pumps (Reciprocating) or the sole authorized contractor or agent of the Water Injection Pumps (Reciprocating) manufacturer is allowed to bid.
A manufacturer can only appoint one skidder or agent to participate in the bidding for the same brand and model of the Water Injection Pump (Reciprocating).
When the bidder is an agent or contractor, they shall obtain the sole legal authorization of the manufacturer of the water injection pump (reciprocating) for this bidding, and shall provide the following materials at the time of bidding (signed by the manufacturer's representative or stamped with the manufacturer's representative's name seal or official seal):
1) The original of the sole authorization letter from the manufacturer of the Water Injection Pumps (Reciprocating) within the validity period. For successful candidates that provide a manufacturer's authorization in the bidding documents, information on their manufacturer's authorization will be made available during the public announcement of the successful candidate. The successful candidate who provides the manufacturer's authorization in the bidding document shall send the original manufacturer's authorization(Signature, personal seal or official seal must be original, scanned and printed documents are not accepted)to the contact person of the bidder for verification within 3 working days after the announcement of the successful candidate, for the original of the manufacturer's authorization provided in the bidding document for foreign manufacturers, it is recommended that the bidder prepare in advance in order to satisfy the deadline for verification of the original. The manufacturer's authorization provided in the bidding documents can be checked on the manufacturer's official website and verify the consistency of the paper bid has been submitted to the original manufacturer's authorization, can be exempted from sending the original verification. Any inconsistency in verification results will be handled in accordance with the provision of false bidding information; failure to provide the original within the specified period will be regarded as untrue provision of materials. The above two types of cases will cancel the qualification of the winning candidate and the qualification of the winning bid, and will be dealt with in accordance with the provisions of the relevant system of CNOOC, such as disablement;
2) The manufacturer of the water injection pump (reciprocating) shall provide a commitment letter (in a self drafted format), promising that the products submitted for bidding will be produced by the manufacturer's factory.
B.★中國境內投標人應承諾往復泵在其品牌制造廠生產(chǎn)，同時承諾在供貨時提供產(chǎn)品原產(chǎn)地證明。招標人不接受貼牌產(chǎn)品；
B.★The domestic BIDDER should promise the reciprocating pumps are produced in its brand own manufactory. And overseas BIDDER promise to provide certificate of origin. The Purchaser does not accept the OEM product;
C.★營業(yè)執(zhí)照：如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
C. ★Business licence: The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
D.★投標人所投產(chǎn)品的制造商須具備有效的GB/T19001或ISO9001質量體系認證證書，國內認證機構簽發(fā)的證書應可在中國國家認證認可監(jiān)督管理委員會網(wǎng)站(http://www.cnca.gov.cn/)核實。如果有國家相關部門發(fā)布的最新體系標準，以最新體系標準為準。投標時需提供原件掃描件（原件備查）；
D. ★The manufacturer of the bid products shall have valid GB/T19001 or ISO9001 quality system certification, and the certificates issued by domestic certification bodies can be verified on the website of Certification and Accreditation Administration of China (http://www.cnca.gov.cn/). If there are the latest system standards issued by relevant state departments, the latest system standards shall prevail. The scanned copy of the original shall be provided when bidding (for reference of the original)；

注水泵（往復式）的設計和制造需滿足API674標準（最新版），并且注水泵制造商廠家需在投標時提供有效的API Q1證書，且可以在官網(wǎng)（https://mycerts.api.org/Search/CompositeSearch）核實。
The design and manufacturing of the water injection pump (reciprocating) must comply with the latest version of API674 standard, and the manufacturer of the water injection pump must provide a valid API Q1 certificate at the time of bidding, which can be found on the official website（ https://mycerts.api.org/Search/CompositeSearch ）Verify.
（3）★業(yè)績要求Requirement for Bidder's reference:
投標人需滿足以下所有要求：
The Bidder needs to meet all below requirements:
1. 2014年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品的制造商或成撬商應具有至少2個合同的注水泵(往復式)的供貨業(yè)績，且均滿足：⑴泵設計和制造滿足API674最新版標準；⑵泵排量不小于60m3/h；⑶泵出口壓力不小于26500kPaG；⑷海水介質工況。投標人提供的業(yè)績合同若非制造商直接簽訂，但合同中的往復式注水泵的制造商與本次所投產(chǎn)品中往復式注水泵的制造商一致，也予以認可。
1. From January 1, 2014 to the bid deadline date (subject to the contract signing time), the manufacturer or skid manufacturer of the bidder's bid products shall have at least 2 contracts of water injection pump (reciprocating) and its supporting system supply performance, and meet the following requirements: (1) pump design and manufacturing meet the latest version of API674 standards; (2) Pump displacement is not less than 60m3/h; (3) Pump outlet pressure is not less than 26500kPaG; (4) Performance requirements under seawater medium. If the performance contract provided by the bidder is not directly signed by the manufacturer, but the manufacturer of the Water Injection Pumps (Reciprocating) in the contract is consistent with the manufacturer of the Water Injection Pumps (Reciprocating) in the invested product, it is also recognized.
2. 投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：合同簽署時間、合同簽署頁（國內貿(mào)易合同應有雙方蓋章，國際貿(mào)易合同應有雙方簽字或蓋章）、制造商名稱、貨物名稱、泵設計和制造標準、泵排量、泵出口壓力、輸送介質、用戶簽字或蓋章的到貨驗收材料。
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。
2. The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include: 1) Sales contract and 2) arrival acceptance materials signed or sealed by the user (arrival acceptance sheet or debugging acceptance report or other effective certification materials that can prove that the goods under the contract have arrived for acceptance). The performance documents submitted by the bidder must at least reflect the following contents: Contract signing time, contract signing page (domestic trade contracts should be sealed by both parties, international trade contracts should be signed or sealed by both parties), manufacturer name, goods name, pump design and manufacturing standards, pump displacement, pump outlet pressure, transport medium, user signature or stamped arrival acceptance materials.
Failure to submit performance documentation, or through the performance documentation provided cannot be determined to meet the above performance requirements, shall be regarded as invalid performance.

China National Offshore Oil Corporation (CNOOC) strictly crack down on illegal and irregular behaviors such as collusion in bidding and fraud. For each bidding project, the bidder's document production machine code, document creation identification code, bidding computer MAC address, IP address, and bidding document content are checked. Bidders are requested to attach great importance to the bidding work, download the bidding documents from their office address and use their office IP, and independently prepare and upload the bidding documents. Suppliers identified as "bidders colluding with each other to bid", "deemed bidders colluding with each other to bid" or "providing false bidding information" will be subject to a two-year or more ban on bidders who collude with each other to bid, and a one-year or more ban on bidders who provide false bidding information in accordance with relevant regulations of CNOOC. During the processing period, they cannot participate in new bidding activities. After the evaluation is completed, bidders can raise objections during the public announcement period of the winning bidder candidates. They can further seek administrative remedies through complaints, and the administrative supervision department will make a determination.
