項目概況：

渤中19-6氣田I 期開發項目新建3座無人井口平臺（BZ19-6 WHPB、BZ19-6 WHPC、BZ19-6 WHPM）和1座中心處理平臺（BZ19-6 CEPA），BZ19-6 CEPA設120人生活樓，與已建的BZ19-6 WHPA平臺及待建的BZ19-6 BOP平臺通過棧橋相連，在BZ19-6 CEPA旁新建1座海上變電站平臺（BZ19-6 EPP，歸屬岸電項目），用于岸電接入，BZ19-6 EPP與BZ19-6 CEPA棧橋連接。

 

交貨期：國內交貨要求2023年1月22日到達山東濱州，國外交貨要求2023年1月7日CIF天津港。

2.資格標準：

★丙烷壓縮機橇需按照《海上固定平臺安全規則》的要求進行設計、制造、認證和檢驗。投標人應委托國家安全生產監督管理總局海洋石油作業安全辦公室（COOOSO）認可的船級社（ABS, LIoyd’s, DNV,CCS，BV）對天然氣壓縮機組整體進行檢驗并獲得檢驗證書。

★投標人應為丙烷壓縮機的的制造商或其授權的成橇商。投標人所投的螺桿壓縮機應為制造廠家的無不良業績的成熟產品，買方不接受新試制產品。丙烷壓縮機制造商應提供至少1臺套（限2010年1月1日之后簽訂的合同，處理量≥45×104 Sm3/d）在石油化工行業運行2年及以上（從調試驗收合格日期或使用方出具的運行時間證明文件起計）的螺桿壓縮機業績，并提供相應的書面材料證明（書面材料是指：合同及調試驗收報告，或合同及使用方出具的有效證明文件）；上述文件中如未包含設備所在設施的名稱及使用方信息，投標人應提供有效說明文件。為核實投標人業績，在授予合同前招標人有權要求投標人進一步提供相關證明資料，包括但不限于第三方船級社出具證書、發票、銀行進賬單/流水單、進出口報關單據等。投標人無法提供相關材料的，將視為無效業績。 

 

3. 有興趣的合格投標人可通過以下方式獲取招標文件：

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

There is one screw compressor per skid, with an inlet temperature of -36°C and an inlet pressure of 0.13MPaA.

Overview:   Three unattended wellhead platforms (BZ19-6 WHPB,BZ19-6 WHPC, BZ19-6 WHPM) and one central processing platform (BZ19-6 CEPA) are newly built in BZ19-6 condensate gas field phase I development project. Bz19-6 CEPA is equipped with a 120 person living building, which is connected with the built BZ19-6 WHPA platform and the BZ19-6 BOP platform to be built through trestle, and an offshore substation platform (BZ19-6 EPP, belonging to the onshore power project) is newly built next to BZ19-6 CEPA, For shore power access, BZ19-6 EPP is connected with BZ19-6 CEPA trestle.

From outside PRC：January 7, 2023of Xingang Seaport, Tianjin.

2. Qualification Requirements:

★The PROPANE COMPRESSOR SKIDS shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas Compressor Skid from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd_EpSingleQuotes_s, DNV,CCS，BV.

★The tenderer shall be the manufacturer of PROPANE Compressor or its authorized skid builder. The screw compressor offered by the bidder shall be mature products without bad performance of the manufacturer, and the buyer will not accept new trial products. The PROPANE compressor manufacturer shall provide at least one set (limited to the contract signed after January 1, 2010, with a processing capacity of ≥ 45×104 SM3 / d) performance of screw compressor operating in petrochemical industry for more than 2 years (calculated from the date of qualified commissioning acceptance or the operation time certificate issued by the user), and provide corresponding written materials (written materials refer to the contract and commissioning acceptance report, or the valid certificate issued by the contract and the user); If the above documents do not contain the name and user information of the facilities where the equipment is located, the tenderer shall provide effective description documents. In order to verify the tenderer_EpSingleQuotes_s performance, the tenderee has the right to require the tenderer to further provide relevant supporting materials before awarding the contract, including but not limited to certificates, invoices, bank receipts / flow sheets, import and export customs declaration documents issued by the third-party classification society. If the bidder is unable to provide relevant materials, it will be regarded as invalid performance.
