中化建國際招標有限責任公司（以下稱為“招標代理機構”）受廣東珠海金灣液化天然氣有限公司（以下稱為“招標人”）委托，就廣東珠海LNG擴建項目二期工程項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Guangdong Zhuhai Golden Bay LNG Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Guangdong Zhuhai LNG Expansion Project Phase II by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

項目概況：珠海LNG接收站位于廣東省珠海市高欄港平排山下，高欄港石化倉儲區內，距離珠海市區約60公里。珠海LNG接收站于2013年11月建設完成，2014年11月正式投入商業運營。目前，珠海LNG接收站的設計LNG處理能力為390萬噸/年，其中，LNG氣化設計處理能力為307萬噸/年,LNG液態槽車外運設計處理能力為80萬噸/年。 廣東珠海LNG擴建項目二期工程（以下簡稱二期工程）擬在珠海LNG接收站廠區內進行擴建，新增5座27萬方LNG儲罐及接收站相關設施擴建工作。珠海LNG擴建項目二期工程設計規模350萬噸/年，建成投產后接收站總規模將達700萬噸/年。

Project Summary：Zhuhai LNG Terminal is located at the foot of Pingpai Mountain, Gaolan Port, Zhuhai City, Guangdong Province, in the petrochemical storage area of Gaolan Port, about 60 kilometers away from Zhuhai urban area. Zhuhai LNG Terminal was completed in November 2013 and officially put into commercial operation in November 2014. At present, the design LNG processing capacity of Zhuhai LNG Terminal is 3.9 million tons/year, including 3.07 million tons/year for LNG gasification and 0.8 million tons/year for LNG liquid tanker outward transportation. The second phase of Guangdong Zhuhai LNG Expansion Project (hereinafter referred to as the second phase) is planned to expand in the plant area of Zhuhai LNG Terminal, adding five 270000m3 LNG tanks and relevant facilities of the Terminal. The design scale of the second phase of Zhuhai LNG expansion project is 3.5 million tons/year, and the total scale of the terminal will reach 7 million tons/year after it is completed and put into operation.

For goods offered from outside PRC customs territory: 26 weeks after signing the contract (departure date on Bill of Lading).

3. 對投標人的資格和業績要求：

（1）資格要求

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

 

B. 制造商應通過ISO9001（或GB/T19001）質量體系認證。投標人須提供制造商有效的質量體系認證證書；

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.

 

C．如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。

（2）業績要求Requirement for Bidder's reference:

投標人所投產品的制造商自2012年1月1日至投標截止之日（以到貨驗收時間為準），在中國境內具有LNG接收站項目或具有接收站性質的（即滿足GB51156-2015液化天然氣接收站工程設計規范）調峰站項目（需提供滿足GB51156-2015液化天然氣接收站工程設計規范2.0.2條液化天然氣接收站要素的證明材料）的LNG儲罐安全閥供貨業績，同時滿足：1.閥門尺寸不小于12寸；2.儲罐壓力安全閥（PSV）供貨數量累計不少于6臺，儲罐真空安全閥（VSV）累計不少于5臺。

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：制造商名稱、閥門原產地、閥門數量、貨物名稱、項目名稱、閥門尺寸及到貨驗收材料。

未提交業績證明文件，或所提供的業績證明文件無法體現制造商名稱、閥門數量、貨物名稱、項目名稱、閥門尺寸及到貨驗收材料的，均視為無效業績。

From January 1, 2012 to the bid deadline（Subject to the arrival acceptance time）, the manufacturer shall have the supply performance of LNG tank safety valves in China for LNG terminal projects or peak shaving station projects with the nature of a terminal (meets the requirements of GB51156-2015 LNG Terminal Engineering Design Specifications, and shall provide certification materials to prove meeting the requirements of Article 2.0.2 of Code for Design of LNG Terminal Engineering GB51156-2015), must be met at the same time：1.Valve size is not less than 12 inches.2.The supply quantity of tank pressure safety valve (PSV) shall not be less than 6 sets in total, and tank vacuum safety valve (VSV) shall not be less than 5 sets in total.

The bidder shall submit performance form in the specified format and relevant performance certification documents. Performance certification documents include but are not limited to: 1) Copies of sales contracts (including relevant technical attachments) and 2) Arrival acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: manufacturer's name, valve quantity, goods name, project name, valve size and arrival acceptance materials.

 

Failure to submit performance certification documents or failure to reflect the manufacturer's name, valve origin, valve quantity, goods name, project name, valve size and arrival acceptance materials shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from July 10,2023to July 17,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
