中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）東海西湖石油天然氣作業公司（以下稱為“招標人”）委托，就東海西湖石油天然氣作業公司海水提升泵進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標： CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Seawater Lift Pumps by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件 Bidding Conditions： 項目概況：招標人購買6臺海水提升泵，海水提升泵備用泵1臺 Project Summary： 資金到位或資金來源落實情況：已落實。 Source of Funds: yes 項目已具備招標條件的說明：已具備。 Description of Prepared Bidding Conditions: yes
2. 招標內容：Bidding Contents: 貨物名稱：海水提升泵 Name of Goods: Seawater Lift Pumps 數量：7臺 Quantity: 7 sets 主要技術規格： 1200m3/h海水提升泵5臺，800m3/h海水提升泵2臺 Seawater lift pump(1200m3/h) 5 Sets ,Seawater lift pump(800m3/h) 2 Sets 交貨期： Delivery Schedule: 從中華人民共和國關境內提供的貨物：合同簽訂后5個月內（貨到項目現場時間，地點為中國青島或天津或珠海或其他買方指定地點） ）For goods offered from within PRC customs territory: 5 months after signing the contract . (arrival date to the Construction Site of Tianjin，Qingdao or ,Zhuhai (From within PRC )or other designated places.) 從中華人民共和國關境外提供的貨物: 合同簽訂后4.5個月內（ DAP抵達青島港或買方指定的中國其他港口） For goods offered from outside PRC customs territory: 4.5 months after signing the contract . ( DAParrives at Qingdao or other designated places Seaport)
3. 對投標人的資格和業績要求： Requirements for Qualification and reference of Bidder:
（1）資格要求 Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照； 如果投標人為境外注冊公司，需提供有效的公司登記注冊證明； A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license; The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應通過ISO9001（或GB/T19001）質量體系認證。投標人須提供制造商有效的質量體系認證證書； B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C． 國內產品不允許代理商投標，境外產品接受代理商投標。境外產品使用代理商投標時，投標人應得到本次投標所投產品境外制造商的同意，并提供該產品的合法唯一代理授權書。 C. Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.
D. 是否接受聯合體投標：否 Joint Venture: Not Accepted E. 未領購招標文件是否可以參加投標:不可以 Bid without the bidding documents：NOT Available
（3）業績要求Requirement for Bidder's reference: （3）Since January 1, 2013 (date of contract) to the date of bid opening.The manufacturer of the products (Seawater Lift Pumps) submitted by the bidder shall have the supply performance of at least two Seawater Lift Pumps(each Seawater Lift Pumps with displacement no less than 1200m3/h, lift no less than 90m, The medium must be seawater).
投標人須按規定格式提交業績表，并提交相關業績證明文件。
海水提升泵業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、設備的相關參數（排量、揚程，海水介質）、到貨驗收材料。 未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、設備的相關參數（排量、揚程，海水介質）、到貨驗收材料的，均視為無效業績。 The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements ( displacement/ outlet pressure/ shaft length/the fire water medium ) and Arrival acceptance materials. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements ( displacement/ outlet pressure/ shaft length / the fire water medium )and Arrival acceptance materials, the relevant reference will be deemed invalid.
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Apr 25, 2023 to May 5, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 在此時間后收到的投標文件恕不接受。 Any bid beyond the required time and date shall be subject for rejection.
