中化建國際招標有限責任公司（以下稱為“招標代理機構”）受海洋石油工程股份有限公司（以下稱為“招標人”）委托，就珠海LNG二期項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co., Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Zhuhai LNG Terminal Expansion Project Phase II by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

Bidding Conditions：

項目概況：廣東珠海LNG擴建項目二期工程EPC項目新建5座（D#-H#）27萬方LNG儲罐及配套氣化設施、公輔設施等的全部內容的設計、采購（甲采除外）、施工、安裝、調試、試驗、性能測試、質保等為完成交工驗收所做的全部工作。

本次采購一套丙烷循環泵，供貨范圍包括：主設備及其附件、包括但不限于現場對買方的安裝/調試/培訓、現場技術服務、安裝/調試/開車備品備件和專用工具等。

Project Summary：Zhuhai LNG Terminal Expansion Project Phase II in Guangdong Province will bulid 5 （D#-H#）270,000m3 LNG storage tanks and other supporting gasification facilities and public auxiliary facilities, including the design, procurement (excluding OFE equipments), construction, installation, pre-commissioning, testing, performance testing and qulity assurance and so on.

 The procurement of a set of propane circulation pump , the scope of supply includes: the main equipment and its accessories, including but not limited : on-site installation / commissioning / training of the buyer, on-site technical services, installation / commissioning /device startup spare parts and special tools, etc.

3. 對投標人的資格和業績要求：

（1）資格要求

Requirements for Qualification of Bidder

  A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license; 

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 質量要求：制造商應提供ISO9001質量管理體系認證證書，且證書在有效期內。認證范圍應至少包含生產或制造范圍。投標人（適用于中國關境內投標人）提供的質量管理體系認證，應可以在中國國家認證認可監督管理委員會網站(http://www.cnca.gov.cn/)核實，無法核實的視為無效證書。

Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The scope of certification shall at least include producing or manufacturing . The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration (http://www.cnca.gov.cn/). It will be rejected if the certification cannot be verified on the website.

  C.投標人為所投標貨物的制造商，本次招標不接受代理商投標。如出現不同投標人的負責人為同一人或存在控股、管理關系的情況，相關投標均無效，招標人隨時有權做出拒絕投標、取消投標資格、取消授標、不簽訂合同或在合同簽訂后終止合同等決定，相關投標人須無條件接受，且由此造成的任何損失由對應投標人承擔。

The bidder shall be the manufacturer of the goods to be bid, and agent bidding is not accepted in this bidding . In case that the persons in charge of different bidders are the same person or there is a holding or management relationship, the relevant bids are invalid. The Tenderee has the right to make decisions at any time, such as reject to bid, disqualification of bidding, cancellation of award, not signing the contract or terminating the contract after signing the contract. The relevant bidders must accept unconditionally, and any losses caused thereby shall be borne by the corresponding bidders.

（2）資質要求及證明文件

Requirements of Qualification of Bidder and Certificate

設備制造許可證Manufacture license：

A.投標人投標時應提供中華人民共和國特種設備生產許可證（應具備壓力容器制造許可，如外委設計，需提供外委單位設計許可），并承諾供貨時提供泵筒罐壓力容器產品證書。

The Tenderer shall provide the production license of special equipment of the People's Republic of China (it shall have the manufacturing license of pressure vessel, and if the design is outsourced, it shall provide the design license of the outsourcing unit), and promise to provide the product certificate of pump barrel tank pressure vessel when supplying the goods.

（3）業績要求Requirement for Bidder's reference:

 

自2012年1月1日起至投標截止日（以合同簽署時間為準），投標人所投產品制造商應至少具有1項國內潛液立式單級/多級離心泵（流通介質不高于-45℃，揚程不小于56m，額定流量不小于546m3/h)的供貨業績

From January 1, 2012 to the bidding deadline (contract signing time), the manufacturer of the product invested by the bidder should have at least one domestic submersible vertical multistage centrifugal pump /single-stage centrifugal pump  (the flow medium is not higher than -45 °C, the rated flow rate is not less than 546m3/h and the head is not less than 56m ).

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件至少包括：1）銷售合同復印件（含相關技術附件）。2）到貨驗收證明文件。（到貨驗收證明可以是到貨交接簽收文件或驗收報告或調試驗收證明等可以證明已到貨驗收的文件）。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、主要技術參數頁及到貨驗收證明。未提交業績證明文件，或所提供的業績證明文件無法體現上述內容的，均視為無效業績。投標人投標業績品牌需與投標人本次投標品牌一致。   

Bidders are required to submit performance tables in the prescribed format and submit relevant performance supporting documents. Performance certification documents include, at least: 1) a copy of the sales contract (including relevant technical attachments).2)Arrival acceptance certificate. The performance documents submitted by bidders must reflect at least the following: contract signing time, manufacturer name, goods name, project name, main technical data page and arrival acceptance certificate. If the performance documentation cannot be submitted or the performance documentation provided cannot reflect the above contents, it will be deemed as invalid performance.

（4）從中華人民共和國關境內提供的貨物：投標截止時間前已進口的貨物：不接受；投標人擬自行進口后銷售給招標人的貨物：不接受。

For goods offered from outside PRC customs territory:For goods already imported prior to the deadline for submission of bids（not allowed）；Goods that the bidder intends to import by itself and then sell it to the Tenderee after import（not allowed）.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document (See the system for specific time). For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
