1.中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油寧波大榭石化有限公司（以下稱為“招標人”）委托，就大榭石化餾分油五期項目催化裝置1臺甲烷膨脹再壓縮機進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase One Set of Methane Expansion Re-compressor of Catalytic Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交貨期Delivery Schedule:

境內貨物：合同簽訂后66周（貨到項目現場時間）

For goods within the PRC customs territory: within 66 weeks after signing the contract (arrival date to the jobsite)

境外貨物:合同簽訂后64周（提單發貨時間）

For goods outside the PRC customs territory: within 64 weeks after signing the contract (departure date on the Bill of Lading)

 

交貨地點Destination of delivery：

境內貨物：大榭項目現場

For goods within the PRC customs territory: Project Site in Daxie

境外貨物：CIF中國寧波港

For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China

 

2.對投標人的資格和業績要求：

Requirements for Qualification and Reference of Bidder:

 

（1）資格要求

Requirements for Qualification of Bidder:

1.1如果投標人為關境內注冊公司，投標人具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）;如果投標人為關境外注冊公司，需提供有效的公司登記注冊證明；

If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.

 

1.2 投標人所投產品的制造商須同時具備有效的GB/T19001（ISO9001）質量體系認證證書、GB/T24001（ISO14001）環境管理體系認證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業健康管理體系認證證書，并可在中國國家認證認可監督管理委員會網站(http://www.cnca.gov.cn/)核實。如果有國家相關部門發布的最新體系標準，以最新體系標準為準。

The manufacturer of the bid product shall also have valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate, and can be verified on the Certification and Accreditation Administration of China Website (http://www.cnca.gov.cn/). If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.

 

1.3 投標人可為投標設備的制造商或代理商。若投標人為代理商，投標人應得到本次投標所投產品的制造商同意其為本次投標提供該產品的合法正式授權書。

Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

 

1.4 是否接受聯合體投標：否

Accept consortium bid: No

 

1.5 未領取招標文件是否可以參加投標：不可以

Not if Suppliers can get the tender documents to participate in bidding: No

 

1.6 3C證書：對國家3C目錄內的產品，本次投標產品的制造商必須取得安全類產品強制性產品認證（CCC認證）證書。投標人須提供所投產品制造商的強制性產品認證（CCC認證）證書復印件，且證書在有效期內。

3C Certificate : For products in the national 3C catalogue, manufacturers of the bidding products must obtain Safety Mandatory Product Certification (CCC certification) certificate. The bidder shall provide a copy of the mandatory Product Certification (CCC certification) certificate of the invested product manufacturer, and the certificate is within the validity period.

 

1.7 防爆證書：投標人本次投標所投產品中的防爆電氣電子產品必須取得國家指定防爆檢驗機構頒發的防爆合格證書。投標時需提供原件掃描件（原件備查）。

Explosion-proof certificate: The bidder must obtain the explosion-proof certificate issued by the national designated explosion-proof inspection institution for the explosion-proof electrical and electronic products in the bid. The scanned copy of the original shall be provided at the time of bidding (original copy for reference).

 

（2）業績要求：

Requirements for Bidder's Reference

2012年1月1日至投標截止日（以合同簽署時間為準）,投標方所投產品的制造商在2個石油化工烯烴項目（含乙烯項目）中各具有1臺膨脹/再壓縮機的供貨業績，且均滿足入口流量不低于21000Nm3/h（最大工況）、入口壓力不低于3MPa（最大工況）、入口溫度-98℃以下（最大工況）、輸送介質低溫烯烴，軸承型式磁力軸承的技術要求。

From January 1, 2012 to the bid deadline (subject to the signing date of the contract), the manufacturer of the product submitted by the bidder has supplied 1 expansion/recompressor for each of 2 olefin projects (including ethylene projects) in the petrochemical industry. And all meet the technical requirements of inlet flow not less than 21000Nm3/h (maximum working condition), inlet pressure not less than 3MPa (maximum working condition), inlet temperature below -98℃ (maximum working condition), conveying medium low temperature olefin, bearing type magnetic bearing.

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件(含相關技術附件)2）到貨驗收證明材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、軸承型式、輸送介質、最大工況下的入口流量、溫度和壓力及到貨驗收材料。

未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱、軸承型式、輸送介質、最大工況下的入口流量、溫度和壓力及到貨驗收材料的，均視為無效業績。

The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance certificates include but are not limited to: 1) Copies Of Sales Contracts (including relevant technical attachments)2) Arrival And Acceptance Certificates. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, bearing type, conveying medium, inlet flow, temperature and pressure under maximum working condition and arrival acceptance materials.

 

If no performance certification documents are submitted, or the performance certification documents provided cannot reflect the time of signing of the contract, the name of the manufacturer, the name of the goods, the name of the project, the bearing type, the conveying medium, the inlet flow, temperature and pressure under the maximum working condition and the arrival and acceptance materials, it shall be deemed as invalid performance. 

 

3.有興趣的投標人可通過以下方式獲取招標文件：從2022年12月5日開始至2022年12月12日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。如未在系統中購買招標文件，不可參加投標。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Dec.5, 2022 to December 12, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4.投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2022年12月29日上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓會議室。此時間后收到的投標文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on December 29, 2022. Any bid beyond the required time and date shall be subject for rejection.

 

5.開標時間：2022年12月29日上午9:30時（北京時間）

7.本次招標公告同時在中國國際招標網站（http://www.chinabidding.com）、和中海油采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com)and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
